First, with regard to the Executive Council, I would observe that, on my first arrival here, I found that this body, during several years past, has been Summoned to meet only at long and uncertain intervals. In all other colonies with which I am acquainted, whether possessing Parliamentary Government or belonging to the class of Crown Colonies, it is the fixed rule that there shall be an ordinary Meeting of the Executive Council on one stated day every week. I forthwith directed the adoption of this rule; and my Executive Council now meets every Wednesday.
It will be recollected that the Queen's Instruction directs that the Governor shall Consult his Executive Council on all Matters of importance, although, in Crown Colonies, he is not under the obligation of following their advice.
